ľ¹ÏÓ°Ôº is seeking a consulting firm to provide expertise in identifying engineering and maintenance solutions for resilient and sustainable transport connectivity in rural Peru. The consultancy will focus on enhancing rural road asset management; emphasizing sustainability throughout the road network's life cycle. The key activities include gathering information on current rural road management practices; such as maintenance schemes; policies; regulations; and financing mechanisms. The firm will analyze the effectiveness of existing maintenance strategies; identify gaps and bottlenecks; and recommend improvements to ensure long-term asset performance and resilience to climate change. Additionally; the consultancy will estimate the benefits of rural road maintenance using a life-cycle approach; including direct economic benefits; wider economic benefits; and socio-economic benefits. Technical recommendations will be provided for selected subprojects to improve resilience; sustainability; and the life cycle of rural roads.The successful firm will be expected to develop a comprehensive report with recommendations for policy; institutional; financial; engineering; and maintenance improvements. They will propose a monitoring and evaluation framework to track the effectiveness of implemented recommendations and assess the potential for CREMA-type contracts in the rural road network of Peru. Furthermore; the firm will provide recommendations for institutional capacity building to improve the maintenance and management of the road network. The firm should have a team of expert professionals with extensive experience in relevant road and economic fields. This consultancy is funded by the Global Facility for Disaster Reduction and Recovery (GFDRR) and will be supervised by the World Bank's Transport Team.
