The Government of Brazil is requalifying the entire Brazilian identification process. The CIN project aims to strengthen and modernize the country¡¯s civil identification mechanism. The goal is to continuously improve the provision of public and private services; reducing fraud and costs to society; establishing trust; and ensuring the integrity of identification data. In this context; the aim is to create national governance that is consistent with federal arrangements; as well as a digital public infrastructure for secure identification in the digital environment; refraining from the GOV.BR platform authentication system and the federal government's single sign-on login; with inclusive access to public and private services; in this way; provide reliability to society; including for issues of cybersecurity and data protection. The aim is to offer an inclusive National Civil Identification System that protects rights and allows easy and secure access to services and opportunities. The project has 13 specific objectives: 1. Integrate the 27 Identification Agencies of the Federative Units into the new National Civil Identification System for issuing the National Identity Card ¨C CIN into a single index number; Brazilian CPF; 2. Connect the documental life cycle of the natural person; birth and death certificates; and civil records; 3. Mitigate the exchange and kidnapping of children; 4. Mitigate fraud against public funds due to undue payments; 5. Mitigate fraud in private services; 6. Establish family ties safely; 7. Create a national civil identification strategy; 8. Facilitate citizen access to government programs by simplifying and offering structured services; 9. Reduce the average service time and cost of public and private services; 10. Increase the levels of transparency; participation; and access of the population to the public policies of the Federal Government; 11. Promote the integration of Federal Government registration databases; simplifying access for users and qualifying the information in public records; 12. Ensure the integrity of State and Municipal registration bases; as those of the Federal Government; and 13. Facilitate the digital inclusion of citizens. The aim is to offer an inclusive National Civil Identification System that protects rights and allows easy and secure access to services and opportunities.All 26 states and the Federal District in Brazil are issuing the CIN. However; there is considerable heterogeneity in the ID centers across states; where citizens are served in various locations; such as police stations; city halls; one-stop shops; notary offices; and Department of Motor Vehicle (Detran) offices. This lack of standardization has slowed down the expansion of the new ID card issuance. Despite this; any move toward standardization must consider regional differences to prevent the exclusion of vulnerable populations. A balanced approach that respects local characteristics is essential to ensuring that the new ID card reaches all citizens efficiently and inclusively.ObjectiveID4D and LAC Digital Development Unit (henceforth ¡°the World Bank Team¡±) are seeking to contract a firm to carry out qualitative research to mapping the ID service delivery in Brazilian states and understand experiences; attitudes; and behavior of people towards identification; inclusion; privacy and access to services; with the goal of meaningfully informing the design of the CIN and gov.br and its public engagement strategy.
