This assignment is to review institutions; processes and systems used by federal police forces and the army (SNA) respectively; specifically for the management of money and people. The objective of the review is to support the Federal Government of Somalia (FGS) to:1. Review PFM and procurement institutions; processes; and systems in the security sector; identification of key findings; risks; and recommendations and advice on operationalization of reforms steps. 2. Review of HR management; including payroll institutions and processes; biometric registration; and attendance; as well as options for establishing a pension system for eligible staff in a way that is cost efficient and provides effective accountability and controls; and recommendations and advice on operationalization of proposed reform steps.
