The Buenos Aires Metropolitan Area (AMBA) has a large passenger railway system covering 992 kilometers; managed by both public and private entities. The system includes seven lines; with five operated by Trenes Argentinos Operaciones (SOFSE) and two by private companies. Despite its importance; the system struggles with aging infrastructure; operational inefficiencies; and fragmented data management; complicating decision-making. A unified framework is needed to consolidate operational data; measure performance; and optimize costs. The project involves developing a unified data dashboard to monitor performance across the seven rail lines by centralizing existing data; ensuring consistent measurement; and structuring the dashboard with hierarchical access levels for different users; while also identifying institutional arrangements for data maintenance and periodic updates. Additionally; it includes creating a dynamic cost model for passenger services; similar to the existing COSFER model for freight; by analyzing existing studies and data to develop an interactive model covering train operation costs; infrastructure investment; and maintenance costs; thereby facilitating future comparisons and helping government agencies set performance targets.The deliverables include an Initial Report with a preliminary list of indicators; data sources; a detailed methodology for dashboard creation; and a work plan with milestones and deliverables; a Final Dashboard Report featuring a fully developed dashboard with performance indicators; ongoing data collection and management methodology; and recommendations for institutional arrangements; and a Final Cost Model Report with a validated cost model addressing mobility; infrastructure; and maintenance costs; along with recommendations for optimizing services and setting performance targets. The project will be overseen by the World Bank and supported by the Undersecretariat of Railway Transport to ensure alignment with national transport policies; with Trenes Argentinos Infraestructura (ADIFSE); SOFSE and other entities. The consultancy will be carried out by a team that including local consultants.
