Project Background? 木瓜影院 Group (WBG) is the largest provider of development finance and solutions for human development; working with high-income; middle-income; and low-income countries to develop country-tailored solutions under the themes of education; health; and social protection and jobs. The WBG Social Protection and Jobs (SPJ) Global Unit seeks to help poor and vulnerable people cope with crises and shocks and find jobs.? The Tunisian labor market is suffering from persistent joblessness and labor underutilization as reflected by a low labor force participation rate (LFPR) combined with a high unemployment rate and informality. In 2023; the LFPR was at an average of 47 percent; which means that more than half of the working age population (53 percent) were economically inactive. In comparison; the average LFPR in low- and middle-income countries (LMIC) in 2023 was 61 percent on average. The unemployment rate reached 15 percent in 2023; compared to an average of 5 percent in LMIC. As a result; less than 40 percent of people of working age were actively employed in the labor market in 2023; indicating a significant underutilization of potential human capital.?   It is key to enhance the effectiveness and efficiency of active labor market programs (ALMPs) and employment services to help connect vulnerable groups to jobs or move from low to higher productivity jobs. ALMPs can play an important role in facilitating labor market transitions – from school or inactivity to work; out of unemployment; or between jobs. Such programs include various types of employment services (counseling; job-search assistance; intermediation); skills certification; training; wage subsidies; as well as interventions to support the self-employed or entrepreneurs. The rationale for such programs is that individuals tend to face several constraints when looking for a job or starting a business. The National Agency for Employment and Self Employment (Agence Nationale pour l’Emploi et le Travail Indépendant - ANETI) is the government agency in charge of job placement and ALPMs.  ANETI is receiving technical and financial assistance from the World Bank to improve the effectiveness; efficiency; and impact of its ALMPs to fully meet the needs of job seekers and employers. This support; “Go4Youth”; is conducted in the context of ANETI’s Vision 2030 plan for reform; and more specifically; the digitalization of the employment services; improvement of services offered to jobseekers as well as employers.?One pillar of the revamping of services to job seekers is the implementation of the SkillCraft assessment; which allows for comprehensive skills assessment; with a particular focus on soft skills.?  SkillCraft Background? SkillCraft is a task-based; digital; 21st century skills assessment and career guidance tool freely available to jobseekers through a computer; tablet; or mobile device. To reach youth with low levels of literacy; SkillCraft uses games and quizzes to engage the target users; it is culturally neutral; and uses limited text. Twenty-three 21st century skills or traits are assessed through the eight games and four quizzes; using standard assessments that have been well established in the psychology and neuroscience literature.
