The objective of this consultancy is to provide technical support for the design of an amendment to the Environmental Protection Surcharge in Bangladesh which would align with the polluter pays principle; provide clear incentives for polluting industries to adopt environmentally friendly practices and enhance compliance and enforcement mechanisms to ensure effective collection of the surcharge.
