The objective of this assignment is to conduct a country-wide survey to assess the level and nature of existing bottlenecks in domestic infrastructure services that companies face; the level of premium for low-carbon infrastructure services that users are willing to pay and the nature of incentives they will require to further decarbonize their operations; with a focus on energy and transport. The survey would include two target audiences; (i) export-oriented; medium and large manufacturing companies; and (ii) logistics companies of various modalities. The key research questions that the survey should seek to answer are:For the export-oriented manufacturing sector: (i) Perceptions of the quality (e.g. access; reliability; cost; time) of infrastructure services;(ii) Identification of the nature and level of key bottlenecks within the logistics chain; (iii) The impact of the emission intensity of electricity and its current speed of decarbonization on exports;(iv) The impact of various international climate regulations[1] <https://worldbankgroup-my.sharepoint.com/personal/cioannou_worldbank_org/Documents/TOR%20-%20Surveys%20-%20Infrastructure%20Services/Vietnam%20TOR_Manufucturing%20Surveys%20-%20Infrastruture%20Service%20Efficiency%20-%20Short%20Description.docx#_ftn1> on exports (e.g. orders/sales; export destinations); ESG policies; and climate targets; (v) Willingness to pay a premium for ¡®green¡¯ electricity to reduce the carbon footprint of their products and the level of premium considered acceptable; and(vi) Incentives needed to support their decarbonization and product sustainability.For the logistics companies: (i) Perceptions of the quality (e.g. access; reliability; multimodality; cost; time) of transport infrastructure services; (ii) Identification of the nature and level of key bottlenecks within the logistics chain; (iii) Incentives needed to support the decarbonization of logistics. The assignment includes sampling design and determination; development of the questionnaire; development of the survey data programming tool; survey piloting; survey execution (inc. Fieldwork); statistical data analysis and report with accompanied presentation on key findings. The consulting firm will work with the World Bank team to develop the survey sample and questionnaire and to conduct the ultimate data analysis based on the required information and level of stratification.
