"Study on Least Cost Geospatial Electrification Plan in Solomon Islands 2025 ¨C 2035"

The Solomon Islands Government (SIG) aims to provide more reliable; sustainable and affordable electricity for its people as one of the national development priorities. In accordance with the current Solomon Islands National Energy Policy (SINEP) 2019; SIG wanted to increase access to electricity for urban households to 80 percent by 2025 and for rural households to 40 percent by 2025. To address this priority; the Ministry of Mines Energy and Rural Electrification (MMERE) is establishing an Electricity Sector Planning Agency within the Ministry. A least cost geospatial plan is envisaged to be a comprehensive action plan for developing; financing and implementing the electricity sector access program nationwide. Good practice and experience from countries that have already achieved near-universal access or as well advanced on their roadmaps; clearly indicate that the cumulative investment financing requirements of the plan will be consideration and must be raised in a programmatic and sustainable manner.     As such we are looking to hire a consulting firm or consortium (the Consultant) to prepare a GIS database of relevant layers and a geospatial least-cost electrification options to assist MMERE to complete the National Electrification Plan for achieving Solomon Islands electrification targets. The detailed geospatial analysis will consider; based on good practice and international experience; possible least-cost options for electrification; provide a sound strategic basis to implement systematically staged grid extensions and the deployment of off-grid technologies (mini-grids and standalone systems) powered by cost-effective renewable energy supply where appropriate; and indicative investment requirements for on-grid and off-grid access delivery modalities.More details including the scope of work can be found in the included Terms of Reference document.
