ľ¹ÏÓ°Ôº is supporting Peru¡¯s cities in promoting safe; clean; sustainable; and affordable transport through the Sustainable and Resilient Urban Transport in Regional Cities and Metropolises of Peru Program.1 The Program is being developed with Promovilidad; an entity that forms part of the Ministry of Transport and Communications (MTC) and was established in 2019 with an objective of implementing integrated public transport systems in Peru's major cities through technical assistance; capacity building; project formulation; and funding.Promovilidad; through the MTC; has requested technical assistance from the World Bank to develop a comprehensive Program focused on sustainable urban mobility and traffic management in regional cities and metropolises of Peru. Promovilidad has prioritized actions to improve urban mobility in six (6) cities of Peru (Arequipa; Trujillo; Piura; Huamanga; Cusco; and Chiclayo). The Program would include the implementation of exclusive lanes for public transport; bus stops; rehabilitation of roads; expansion of bicycle lanes; and other sustainable mobility interventions; in accordance with the priorities and commitments of the authorities of the subnational governments in each territory.The Program is planned to have four (4) main Components; with the specific combination of interventions depending on the specific city. These include: (1) interventions to support sustainable transport services (road infrastructure; design of exclusive bus lanes; and bicycle lanes); (2) control and management of traffic and road safety (traffic light networks and control centers; automated systems for detecting traffic violations; high accident points; and low-traffic neighborhoods); (3) institutional strengthening through technical assistance; and (4) program management component. The type of interventions to be included in the proposed program are low-cost; high-impact; and fast-to-implement investment projects that improve the coverage and level of service of public transport services and non-motorized transport (TNM) in the context of a network of integrated transit systems. The Program will also aim to incorporate green infrastructure (nature-based) solutions (NBS) into the design of the interventions to mitigate climate risks while also providing co-benefits in terms of urban quality; biodiversity; recreation; and public health.The objective of this Consultancy is to provide technical advisory support to update and/or elaborate pre-investment studies in the six cities to the level of Perfil for projects under Component (1) ¨C Interventions to Support Sustainable Transport Services.The specific types of projects for which pre-investment studies need to be updated and/or elaborated include:1.1. Optimization of infrastructure along transport routes (including exclusive or preferential bus lanes at low cost; bus stops; and horizontal and vertical transportation signage)1.2.
