Phone surveys have become an important tool for collecting household data in low- and middle-income countries. They offer important advantages in terms of timeliness and lower costs of data production; but they are not suitable tools for all data needs; particularly those that require more complex and time-consuming survey modules; which are better fit for face-to-face surveys. As phone and face-to-face surveys are used in combination to generate more relevant and timely evidence; there is a need to explore what kinds of data can be measured over the phone just as well as face-to-face survey data collection and investigate to what extent potential mode effects - whereby the survey mode itself affects survey responses - influence measurement and econometric analyses. A large literature examines mode effects in high-income settings (Bowling; 2005; J?ckle et al.; 2010) but there is little evidence from lower-income contexts. An emerging methodological literature explores the utility of phone surveys for measuring and informing development policy and research in low- and middle-income countries (Brubaker et al.; 2021; Abate et al.; 2023; Anderson et al.; 2024; Glazerman et al.; 2023; Jeong et al.; 2023; Markhof et al.; 2025).ľ¹ÏÓ°Ôº Living Standards Measurement Study <http://www.worldbank.org/lsms>  (LSMS) program is leading a project to assess survey mode effects. The project is supporting randomized survey experiments that allow for the comparison of survey data collected over the phone versus face-to-face; for an identical set of socioeconomic variables. In this respect; the LSMS is seeking to hire a consulting firm (hereafter ¡®the Firm¡¯); which will be responsible for implementing a randomized survey experiment that will be used to measure survey mode effects in a sample of enumeration areas (EAs) in Bangladesh. The Firm will execute this assignment in close collaboration with the LSMS team; which will provide the experimental and sampling design; draw the enumeration area sample for the survey; prepare the dataset of sampled households and their survey treatment assignments following the household listing; for preloading into the Survey Solutions Computer-Assisted Personal Interviewing (CAPI) application that will be used for data collection; draft the questionnaires in English; both in Excel and Survey Solutions CAPI software; make available the accompanying fieldwork manuals in English; and backstop field staff training and field practice; and make available fieldwork monitoring tools that can be deployed by the Firm as part of the quality assurance efforts. The Firm hired for this assignment will be responsible for providing a review of the questionnaires and making suggestions for improvement/local adaptation based on focus group discussions and cognitive interviews; as discussed below; translating the questionnaires into the local language(s); conducting field staff recruitment; organizing and implementing field staff training and field practice; providing suggestions to further refine the draft questionnaire based on piloting and field practice ¨C prior to the implementation of the fieldwork; procuring field materials; and conducting household listing and implementing the main survey fieldwork using the Survey Solutions CAPI software. The resulting data will be owned solely by the World Bank.
