IFC is implementing an innovative climate smart Share Farming Project which is focused on enhancing the commercial viability and sustainability of 1;000ha of land and improving the business performance of refugee and host cooperatives in the Somali Region of Ethiopia (the ¡°Project¡±). The project will enhance import substitution; food security; and economic benefits of refugees and host communities. The project is piloting a ¡®share farming¡¯ model centered around a union of the existing farmer co-ops comprising both refugees and host community members (OpCo) and a professional farm management Company (ManCo) coming together in a mutually beneficial agreement to farm the land; where the resulting produce will mainly be consumed locally; thereby improving nutrition and food security of a captive market of 400;000 people of which 40% are refugees and making the project commercially viable.IFC seeks the services of a consultancy firm; either based in Ethiopia or working in partnership with a local firm in Ethiopia; to conduct a baseline study to establish benchmarks for project indicators; which will serve as a foundation for a comprehensive result measurement and learning system. This study aims to verify the assumptions and pre-conditions identified during the project design phase; ensuring they are accurate and reliable. Additionally; it will gather both quantitative and qualitative data on the specified indicators to provide a clear and objective reference point. By comparing future project outcomes against this baseline; it will be possible to assess the additionality and incremental positive impact achieved post-implementation. This approach will not only demonstrate the project's effectiveness but also support continuous learning and improvement.Further details are provided in the TOR.
