Operations Manager for Mauritania

Ibou Diouf is the World Bank's Operations Manager for Mauritania since July 1st, 2024. With 28 years' experience in transport infrastructure and services, Ibou Diouf has worked both at national and international levels. Since 2010, he has been the World Bank's Senior Transport Specialist, based in Abidjan, overseeing transport portfolios and policy dialogue in C?te d'Ivoire, Benin, Togo, and Mauritania. From 2003 to 2010, as Senior Transport Specialist based in Dakar, he managed significant projects in West Africa, notably in Senegal, Cape Verde, Guinea-Bissau, Burkina Faso, Ghana, Mauritania and Mali.

Prior to joining the World Bank, he was Technical Director of the Dakar Urban Transport Authority (CETUD) between 1997 and 2003, and Director of Operations at the Dakar Urban Transport Company (SOTRAC) from 1991 to 1997. He also held various positions as Chief Engineer at SOTRAC between 1986 and 1991. At the same time, between 1992 and 2002, Diouf taught part-time in the fields of regional planning and transport infrastructure.

He holds a bachelor¡¯s degree in civil engineering from ?cole Hassania des Travaux Publics, Casablanca, a master¡¯s degree in urban transport and traffic management from ?cole Nationale des Ponts et Chauss¨¦es, Paris, and an Executive Master's degree in business administration from ISM Management College, Dakar, a Master's degree in economic policy and project analysis from Cheikh Anta Diop University. He also holds a certificate in transport economics from Universit¨¦ d'¨¦t¨¦, Lyon 2.
