Marcus oversees DIME’s global research programs on health, education, social protection, edutainment and social media, gender, and fragility, conflict, and violence. He has 15 years of experience in developing and promoting effective public policies and programs through data and evidence-focused partnerships with governments, multilaterals, non-profits, and the private sector. He has worked in Africa, Latin America, and the Middle East, including in fragile and conflict-affected places. Marcus’ current work focuses on understanding and alleviating individual and social constraints to human capital, empowerment, economic stability, and inclusion to build resilient, safe, and peaceful communities and societies. He also co-leads partnerships with the World Food Programme and EU and oversees several DIME country programs. Before joining the World Bank, Marcus worked with the Colombian Red Cross and with NGOs in Ecuador and Paraguay. He holds an MA in International Economics and Development from the Johns Hopkins School of Advanced International Studies, a BA in Economics and Management from Oxford University. Before that, he washed dishes, waited tables, worked as a data entry operator, and taught snowboarding.
