The Sanctions Board finds that it is more likely than not that the Respondent engaged in a fraudulent practice as defined in Paragraph 1.14(a)(ii) of the World Bank¡¯s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006) by submitting a false experience certificate during the procurement processes for contracts under a Bank-financed project.
