Global Data Facility Mobile Phone Data Program for Policy: Cohort 1 Launch Workshop

ABOUT THE MPD-GDF PROGRAM

After a competitive application process, task teams representing 18 countries were selected to join the first Cohort of the MPD-GDF Program. These teams are grouped into three clusters: LAC, West Africa and Integrated. During the workshop, the country teams will develop their strategic implementation plans to put Mobile Phone Data to work for Policy in a rigorous and sustainable way.

The workshop will deliver sessions that cover (a) Process to set up a country Mobile Phone Data pipeline/program in a country to produce policy-relevant insights (b) Country examples of MPD for policy applications (c) Group activities to develop/elaborate country MPD implementation plans.

For the Group Sessions, workshop participants will be organized into their respective country task teams comprised of World Bank operations, government agencies (NSO, Regulator, other), telecom operator(s), and academic researchers (matched through the MPD program). Each group discussion will focus on the country activities, including: (i) Aligning of necessary stakeholders (ii) Data access, including legal and regulatory framework (iii) Data processing and sharing, including definition of key indicators (iv) Outputs and planned uses for the data (v) Accompanying relevant research questions to ensure rigor of the project (vi) Timeline.  

At the end of the workshop, each country task team will deliver a presentation on the implementation plan to be achieved within the program implementation window.

WORKSHOP OBJECTIVES

The workshop is designed to facilitate a comprehensive learning journey for participants. Sessions will focus on the foundations and frontiers in MPD for Policy, Operational Training, and Group Sessions to develop Country action plans to put Mobile Phone Data to Work for Policy.

  • Frontiers in MPD for Policy: provide overview of major initiatives in MPD standards, MPD frameworks, MPD for Policy methodologies, and MPD tools. 

  • Operationalizing MPD Sessions: technical training sessions focused on the data quality, institutional environment, MPD policy applications, methodologies. Immersive sessions on MPD Theory of Change and MPD Country Maturity Frameworks. 

  • Develop Country Implementation Plans ¨C  Group sessions to elaborate country MPD implementation plans to set up durable MPD pipelines, policy applications, and to strengthen the MPD institutional environment. 

 

 

This workshop marks the launch of the first Country Cohort under the Global Data Facility (GDF) Mobile Phone Data (MPD) for Policy Program. The GDF-MPD Cohort Launch workshop will gather approximately 15 World Bank Task teams and their stakeholders (NSOs, MNOs, Regulators, etc) from 18 countries, including Argentina, Brazil, Ecuador, Haiti, Peru, The Gambia, Senegal, Togo, Cote D¡¯Ivoire, Benin, Guinea, India, Rwanda, Kenya, Morocco, Mongolia, Kazakhstan and Tunisia. The delivery of the workshop will be supported by several firms, academics, non-profits and telcos with decades of experience working in the MPD for Policy space.
