The Growing Complexity of the Global Aid Architecture

Global aid has seen a trend of more donor channels, fragmented transactions, earmarked aid, and circumvention of government budgets. In this complex aid landscape, transaction costs to recipient countries are high and aid effectiveness is undermined. As a result, concessional financing and grants have decreased, especially for countries struggling with debt and fragile situations. Today, non-governmental organizations are responsible for 75% of all projects and over half of these funds bypass recipient countries' budgets. Donor funding is increasingly earmarked to specific issues and themes, which limits opportunities to leverage resources and increase overall financing available to countries.
