CFI-CF Global Knowledge Competition

I. Eligibility

The Competition is open to Competitors (¡®Competitor¡±) from member countries of the World Bank (see:?). Competitors may be individual organizations (profit, non-profit organizations, academic) or coalitions of organizations.?Competitors are responsible for compliance with legal requirements of their country.

A)? Individuals must be of at least 18 years of age by mid-night Washington, DC of the application period close date. Individuals may be members of coalitions and submit entries on behalf of coalitions or organizations. Individuals who are members of coalitions or organizations must meet the eligibility requirements for Individual Contestants.

B)? Organizations must be legally established entities (profit, non-profit, academic) in their respective countries.?

C)? Staff,?contractors and vendors ?of the World Bank Group (ľ¹ÏÓ°Ôº Group consists of the International Bank for Reconstruction and Development, the International Development Association, the Multilateral Investment Guarantee Agency, the International Finance Corporation, the International Center for the Settlement of Investment Disputes.), the members of the Evaluation and Finalist?Judging Panel or any company or individual involved with the design, production, execution or distribution of the Competition and their immediate family members (spouse, parents and step-parents, siblings and step-siblings, and children and step-children, aunt, uncle, niece and nephew) are not eligible to join the Competition.? ?

D) Sovereign and sub-sovereign agencies, and intergovernmental agencies are eligible to participate in the Competition.?However, these agencies are not eligible to receive cash prizes if any are awarded and if they are members of a coalition selected as a winning solution.

E) Competitors who are ineligible to receive World Bank funds under the World Bank¡¯s Anti-Corruption Guidelines, procurement rules, and other rules such as on anti-money laundering and anti-terrorism are ineligible to receive cash or any prize under this Competition.

II. Competition Application

3. Requirements:

  • Applications must be in the format provided in the ?platform. Paper, faxed, emailed, or mailed entries will not be accepted. If you are unable to complete an online form, please contact the Competition at info@solutionstooverfishing.org.

  • Applications received by the relevant deadline will be assessed against the application criteria for the Competition set out on the GKC website . Competitors are allowed a one-time opportunity to resubmit an application during the application period if the initial application does not meet the eligibility criteria posted on . Eligibility is conducted weekly, if the application is submitted less than 1 week prior to the application deadline, an eligibility review is not guaranteed to be conducted prior to the final submission deadline.  

  • Competitors may submit more than one application. However, applications must not be substantially similar to a prior application by the same Competitor. If an application is determined to be ineligible, the competitor(s) may submit another substantially different application as part of the same coalition, a different coalition, or an individual organization.

  • The online application will be available in English for all four countries and in Bahasa Indonesia for Indonesia, Portuguese for Cabo Verde, and Spanish for Ecuador and Peru. 

  • Competitors must be able to complete the application in English or Bahasa Indonesia, Portuguese, or Spanish. 

  • Competitors should submit their applications online at , but, on an as needed basis, interested competitors may be afforded the opportunity to complete the application via telephone calls if they cannot complete the application online. A transcript of an application submitted via telephone will be sent to the email address provided by the Competitor who will have seven calendar days to verify information was recorded correctly and to inform the GKC support team of any errors. The Competitor may request that an application be re-opened to correct an error by contacting the GKC support team at info@solutionstooverfishing.org.

  • Applications which, in the World Bank¡¯s sole determination do any of the following, will be disqualified:

    • adversely affect the reputation of the World Bank Group or any of its officials or member countries;?
    • are illegal under applicable laws;?
    • depict hatred, defame, abuse, harass, stalk, threaten a specific person or community in the society or can incite violence or conflict, or otherwise violate the legal rights (such as rights of privacy and publicity) of others;
    • contain any infringing, obscene, indecent, or unlawful material or information;
    • if these exacerbate or cause direct or indirect harm to the environment, marginalized groups including, but not limited to, women/girls, low income, ethnic minorities, and landless groups

4. Intellectual property rights of Applications will be owned by the competitors but must be made available on public licenses that allow re-use without restrictions?(for software solutions, use the Mozilla 2.0 or MPL). Summaries of applications may be made publicly available on  website and attributed to the individual organization or coalition. ?

5. Applications must 1) be original; 2) be solely owned by competitor, who represents that no other party has any rights or interest, whether known or unknown; and 3) competitor represents that it has obtained the license or permission to use materials owned by third parties granting competitor?the right to use such third party or proprietary materials for the application and does not violate the privacy rights of other parties. ľ¹ÏÓ°Ôº disclaims any liability for violations of privacy, or infringements or other violations of?intellectual property rights based on claims of ownership by Competitor; Competitor, by entering the Competition, agrees to hold harmless and indemnify the World Bank against any third-party claims.

6. Once an application is submitted to  the Competitor cannot make any changes or alterations to the application other than revisions after completing the coaching and mentoring process. If a competitor submits an application in error prior to the Competition application close date, it can be re-opened by the GKC support team by sending an email to info@solutionstooverfishing.org. No changes or alterations can be made for any reason after the Competition application period close?date.

7.  Each competitor must bear all its own costs of entering and participating in the competition. 

ľ¹ÏÓ°Ôº reserves the right to use the winning applications. By joining this Competition, you grant the World Bank a non-exclusive, perpetual, royalty-free right to use the applications for promotional, public display, informational, educational or awareness purposes. The World Bank may at its sole discretion, decide not to expose any application on its website.?

III. Display of Applications

Summaries of applications may be posted on  after the winners and runners-up are announced. 

IV.?Judging Criteria, Screening and Judging Process, Judging Panel

A.??Applications will be judged?on the following five criteria (¡°Judging Criteria¡±):

  • Problem and Solution Fit

    • Does the problem articulated in the application align with the problem the GKC seeks to address?
    • Does the proposed solution concept fit the described problem and solution, context, and seem viable?

 

  • Potential Impact
    • How great is the solution's potential impact to reduce overfishing and address the tragedy of the commons in coastal fisheries?

 

  • Enhanced Coordination

    • Does the concept use innovative methods to engage and improve coordination among coastal fishers? 
    • Does the concept use innovative methods to engage and improve coordination across stakeholder groups in the value chain/fisheries sector? 
  • Coalition Capability and Structure

    • Does the coalition include representation from multiple stakeholder groups (fishing communities, government, businesses, and finance communities) and are key members already engaged?
    • Does the coalition or individual organization demonstrate relevant past performance for a similar undertaking?
    • Is there a clear understanding of coalition member roles and value to the proposed solution?

  • Sustainability and Replicability
    • To what degree does the solution incorporate a plan and proposed financing mechanism for sustaining the proposed solution?
    • To what degree does the solution incorporate a plan and financing mechanism for sustaining the coalition?
    • Is there potential to replicate this solution in other coastal fisheries and countries?

B. Application Screening, Coaching and Mentoring, Evaluation, and Judging Process

  • Applications will be screened against eligibility criteria posted on . Applications that meet the eligibility criteria will move to the coaching and mentoring phase of the Competition.  As part of the coaching process, competitors are allowed a one-time opportunity to resubmit a final application.  Upon conclusion of the coaching and mentoring phase, final applications will be submitted to a Selection Committee composed of international experts, staff members of the World Bank Group, and partner organizations. The Selection Committee will shortlist finalists based on the evaluation criteria posted on .

  • The Finalist Applications will be judged by a Judging Committee composed of coastal fisheries experts. The Judging Committee will select up to one Winner and one Runner-up for each country in which the competition operates (Ecuador, Cabo Verde, Indonesia, and Peru).

  • The Winners and Runners-up will be invited to present their applications at a high-level virtual event. 

  • Applicants are expected to comply with reasonable instructions while participating in the competition, including in relation to health, safety and security. 

The winners will be announced during a virtual event on a date posted on 

Judging Committee members will be determined by the World Bank. ľ¹ÏÓ°Ôº reserves the right to substitute or modify the Judging Committee members at any time for any reason.

DECISIONS OF THE SCREENING COMMITTEE, EVALUATION COMMITTEE AND JUDGING COMMITTEE ARE FINAL AND NOT SUBJECT TO NEGOTIATIONS OR APPEAL.?

V. Awards

Winners and Runners-up will be invited to a high-level virtual event?to be recognized and to present their solutions or ideas to stakeholders and partners.?

In the event of a tie, winner will be selected based on the criteria described in Judging Criteria (1), then (2), then (3), and finally (4). If there is still a tie, then the winner will be selected based on a vote by the Judging Committee.

The World Bank retains the right to not select any winners or runners-up or award any prizes if it so decides.

VI.?Verification of Shortlisted Applications

ALL SHORTLISTED SUBMISSION APPLICATIONS ARE SUBJECT TO VERIFICATION BY ľ¹ÏÓ°Ôº WHOSE DECISIONS ARE FINAL AND BINDING IN ALL MATTERS RELATED TO THE COMPETITION. Shortlisted applications must continue to comply with all terms and conditions of these Official Rules and winning is contingent upon fulfilling all requirements. The Shortlisted Competitors will be notified by email, telephone, or mail within 30 calendar days of the post coaching and mentoring re-submission date posted on the  website.? The Shortlisted Competitors will be required to sign and return to the World Bank, within Ten (10) days of the date notice is sent, an affidavit of eligibility, and liability/publicity release (except where prohibited) in order to claim his/her prize if selected as a winner. If a Shortlisted Competitor cannot be contacted, fails to sign and return the affidavit of eligibility and liability/publicity release within the required time period, that Shortlisted Application will be disqualified, and the Screening Committee may choose to Shortlist another Competitor.

By entering this Competition, Competitor agrees to use only open solutions under a public license to allow for re-use without restrictions.? Upon request, Competitor shall within five (5) days submit a written copy of any license or permission Competitor has received from a third-party granting contestant?the right to use such third party or proprietary materials for the Application. Competitors understand that in the event an Application is selected as a winner and Competitor¡¯s ownership rights and the originality of Competitor¡¯s Application cannot be verified to the satisfaction of the World Bank or is in any other way ineligible, the World Bank shall select an alternate winner based on the same Judging Criteria. ľ¹ÏÓ°Ôº assumes no liability to third parties for false ownership rights claimed by Competitors.

If after announcing the winners, the World Bank determines that a Competitor has misrepresented, misstated, or mischaracterized its Application in any way or Competitor is not the rightful owner of the Application, the Application is automatically disqualified from the Competition, and any privileges received by winning this contest shall be rescinded and cash prizes, if any, shall not be awarded or forfeited. Any determinations made by the World Bank in withdrawing and disqualifying any Application will be final and confidential.?

Winners are responsible for all applicable taxes and fees associated with prize receipt and/or use. No transfer or substitution of a prize is permitted except by the World Bank. If a team of individuals, a corporation or an organization is selected as an award winner, the prize will be awarded to the group and it will be up to them to split or appropriately allocate the award.

VII.?Limitations of Liability

ľ¹ÏÓ°Ôº is? not responsible for: (1) any false, incorrect or inaccurate information, whether caused by Competitor or Resonance ; (2) unauthorized human intervention in any part of the Application process or the Competition; (3) technical or human error which may occur in the administration of the Competition or the processing of entries; or (5) any injury or damage to persons or property which may be caused, directly or indirectly, in whole or in part, from Competitor¡¯s? participation in the Competition or receipt or use or misuse of any award. If cash prizes are announced, no more than the stated amount of prizes will be awarded.

VIII.?Publicity

Except where prohibited, participation in the Competition constitutes winners¡¯ consent to the World Bank¡¯s use of winner¡¯s name, likeness, photograph, voice, opinions and/or hometown and state for promotional purposes in any media, worldwide, without payment or consideration.

IX. Privacy

To participate in this competition, the World Bank will collect personal details pertaining to name, email, and organization represented of the point of contact. In addition, the names of each coalition member organization and technical details provided in answer to the application questions will be collected. These data will be destroyed 1 year after the end of the competition. ľ¹ÏÓ°Ôº will process your details in accordance with these Terms and Conditions and with our Privacy Notice. By entering this competition, you agree to World Bank¡¯s use of your entry and processing of your personal data. In the case of teams of competitors, the member submitting the entry on behalf of the team should obtain their consent. Ä¾¹ÏÓ°Ôº Group may also publish the competitor¡¯s names in the GKC website, with the selected entry. 

X.?No Recourse to Judicial Procedures

In the event that an entrant should disagree with any of these Competition Terms and Conditions, or any decision made by the World Bank or the Judging Panels, Competitor will have the right to withdraw its Application. The rights to litigate, to seek injunctive relief or to any other recourse to judicial procedure in case of disputes or claims resulting from or in connection with this Competition are hereby excluded, and Competitor expressly waives any and all such rights.?The World Bank can cancel the Competition at any time and for any reason.?

XI.?Preservation of Immunities

Nothing herein shall constitute or be considered to be a limitation upon or a waiver of the privileges and immunities of the World Bank, or any other member of the World Bank Group, which are specifically reserved.

The Global Knowledge Competition invites coalitions or individual organizations to develop innovative solutions to reduce overfishing through increased coordination among fishers and collaboration across the seafood industry and value chain actors.
