Raul F¨¦lix Junquera-Varela

Global Lead on Domestic Resource Mobilization, Governance

Raul Junquera is currently the Global Lead on Domestic Resource Mobilization and Lead Public Sector Specialist in the Governance Global Practice of the World Bank. He has more than 30 years of extensive experience in public sector reform with a particular focus on tax administration and customs. From 1984 to 1998, he served in a variety of different capacities such as Senior Public Finance and Customs Auditor for the Ministry of Finance of Spain, Director of a Regional Tax and Customs Office for the Spanish Revenue Agency, and Senior National Tax Auditor in the Large Taxpayer Office. He is an economist, a lawyer, and a CPA. 

Prior to joining the World Bank, Mr. Junquera was Head of the Spanish Diplomatic Mission at the Inter American Centre of Tax Administration (CIAT) and Financial Advisor to the Spanish Embassy in Panama. In 2005, he joined the IMF as Technical Assistance Advisor at the Revenue Administration Division of the IMF Fiscal Affairs Department. He has also been a consultant for the Inter-American Development Bank (IADB) and professor of Tax Law in the University of Oviedo in Spain - his alma mater.

At the World Bank, he has brought his expertise to a number of positions prior to his current roles including Senior Public Finance Specialist in Poverty Reduction and Economic Management (PREM), Anchor and Coordinator of the Revenue Administration and Policy Thematic Group (RAPTG), Senior Public Finance Specialist for the Latin America region, and Lead Public Sector Specialist in South Asia. In these roles, he has provided technical assistance and support to revenue administration reforms in a significant number of countries worldwide including the Philippines, Pakistan, Ethiopia, Colombia, Argentina, Guatemala, Moldova, Croatia, UAE, Paraguay, and Honduras among others.

His research interests include institution building and operational reforms of revenue administration. He has written extensively on these topics including two volumes on Key Features of Advanced Tax Administrations for the Institute for Fiscal Studies of Spain (Master of Tax Policy and Revenue Administration) , a piece titled E-Government in Revenue Administration for the Journal of Tax Law in Argentina and has also published a book on taxation of small companies in Latin America for the Institute of Public Finances in Argentina. At the World Bank, he has co-authored a study on tax expenditures in Colombia, a handbook on tax administration for policy makers, and a study on tax and equity in the Peruvian tax system. He has also written policy notes on semi-autonomous revenue authorities as well as tax policy and tax administration reform in Paraguay. He has recently co-authored a book on Strengthening Domestic Resource Mobilization in Developing Countries: From Theory to Practice (WB, 2017).
