Thea Hilhorst is a Senior Land Governance Specialist in the Sustainability and Infrastructure Team of the Development Research Group. Her research and operational engagement focuses on all aspects of land policy and tenure security related to institutions, investment, impact evaluations, global indicators, and performance assessments. She is a Dutch national with a MSc from Wageningen Agricultural University, the Netherlands.
