Public Consultations: We are Planning Our Support for Kazakhstan and We Need Your Input

The  aims to accelerate the transformation of Kazakhstan into a modern society with a knowledge-based, diversified, and private-sector driven economy.

CPF Focus Areas:

  • promoting inclusive growth;
  • strengthening human capital;
  • securing sustainable growth.

Underlying these focus areas is the cross-cutting theme of more effective public sector and institutional development.

ľ¹ÏÓ°Ôº Group has been developing the Country Partnership Framework  (CPF) with the Government of the Republic of Kazakhstan for two years. In 2018, we consulted on the strategic approach of the Bank proposed in the CPF for 2019-2023, as well as on possible areas where the Bank can support the development and growth of the country. Over the past period, there were many changes, including in the political system of Kazakhstan, hence the Strategy was revised and extended for 2020 - 2025.

As you know, every five years the World Bank updates it¡¯s work plan in accordance with which operations will be carried out in the country for the next period. An important element in the process of developing the CPF is consultation with key stakeholders, including representatives of the public and private sectors, civil society and research organizations.

Today the Bank is at the final stage of approval of the Strategy, many recommendations from the consultation meetings will be reflected in the new version. Under the new strategy we target to support institutional reforms, including those to support the private and non-governmental sectors to stimulate accelerated growth and improve the quality of services.

We invite civil society again to participate in consultations now focusing on ¡°How can we enhance our joint work at the CPF implementation stage?¡±. The event will take place on October 9, 2019 from 9:30 a.m. - 12:00 p.m. (Nur-Sultan time) at the World Bank offices in Almaty (41A Kazybek Bi street, 3rd floor) and Nur-Sultan (Samal 12, 13 floor).

We also invite civil society organizations from country regions to join the event online through WebEx. Please confirm your participation at gakshatyrova@worldbank.org to get the direct link.

  • Do the proposed focus areas address Kazakhstan¡¯s most important needs?
  • What are the main risks to our activities in Kazakhstan?
  • What analytical work should be a priority for the period 2020-2025?
  • If the World Bank Group supports private sector development, what results should we focus on?
  • What other areas, apart from the private sector, would need the World Bank Group's support during 2020-2025?
  • Are there things the World Bank Group could do differently in Kazakhstan?

ľ¹ÏÓ°Ôº Group welcomes views from the public, including civil society organizations, and the academic community as input into the CPF, to ensure it provides effective support for Kazakhstan in achieving its poverty reduction and development goals.

MEETINGS IN THE PERIOD: April 11-13, 2018

The objective of the public consultations is to solicit views from key stakeholders on Kazakhstan¡¯s challenges and opportunities. The CPF team is reaching out to a wide range of stakeholders, including government counterparts, development partners, private sector representatives, and think tanks. After approval, the CPF will be made publicly available and posted on the World Bank in Kazakhstan website to serve as useful references for policymakers, civil society, and the citizens of Kazakhstan.
