Many development programs operate through the state in Africa. Yet there is evidence that such programs are often subject to significant corruption and political manipulation. There is also increasing evidence that programs which bypass the state altogether ¡ª such as cash transfer programs ¡ª can be successful. Should efforts to promote development avoid the state, or are there dangers to this approach? What can existing research tell us abou this question and what are the open questions that must be addressed moving forward?
