The Global Partnership on Justice and Rule of Law (GP-JROL) is an initiative of the World Bank Group (WBG) Governance Global Practice launched in 2023. This Note briefly describes the objectives, activities, organization, and benefits of GP-JROL. As this is a new initiative, this Note will be frequently updated to reflect ongoing discussions with Partners.

OBJECTIVE

The Objective of GP-JROL is to provide analytical and thought leadership to advance justice reform by co-generating, consolidating, and disseminating knowledge. Effective justice institutions are vital to growth and equality. When justice institutions operate effectively, accountability increases, trust in the government grows, and citizens and businesses can invest with confidence that their rights will be protected. In contrast, lack of access to justice often leads to violence and societal conflict.

ACTIVITIES

By joining GP-JROL, Partners benefit from collaborating on joint activities, including:

• Co-hosting of learning events to bridge justice reform research with justice reform practice
• Co-hosting of global fora to facilitate implementation-focused knowledge exchange
• Carrying out research and legal/policy analysis
• Co-generation of innovative solutions to development issues
• Development of common policies to address recurrent issues in justice reform
• Production of good practice notes consolidation of existing knowledge on common issues
• Identification of constraints and solutions to policy implementation in justice reform projects
• Sharing a network of practitioners
• Sharing training materials and supporting capacity building

BENEFITS

By joining GP-JROL, Partners can multiply their impact by leveraging the knowledge and resources of other partners, including the WBG. Through shared knowledge, co-hosting of events, and co-production of innovative solutions to common problems in the justice reform space, Partners can give more visibility to their products. Partners can also optimize their resources by prioritizing work and research on current knowledge gaps thus avoiding duplication of efforts across organizations and maximizing cooperation.

ORGANIZATION

During the inception period, GP-JROL operates with a small Secretariat hosted by the WBG and composed of WBG¡¯s staff. As the Partnership progresses, activities carried out by GP-JROL may be organized in thematic working groups dealing with cross-cutting issues such as gender, climate, open justice and more. Partners can contribute in-kind to GP-JROL, for example by sharing existing knowledge, mobilizing their own staff for co-generating knowledge, providing facilities for learning events, sharing jointly produced research through their networks, etc. Partners may also choose to make financial contributions to GP-JROL through the WBG¡¯s Governance and Institutions Umbrella Trust Fund. Joining GP-JROL does not prevent individual organizations from receiving funding from, or engaging in contracts with, the WBG.
