Gender and Multidimensional Poverty in Forced Displacement: Measuring What Matters

  • Join this discussion with Sabina Alkire from Oxford Poverty and Human Development Initiative, who presents findings on gender and multidimensional poverty in situations of forced displacement across five Sub-Saharan African countries. This new research underscores the importance of measuring poverty multidimensionally and shed light on the constraints that displaced women face in terms of education, labor market opportunities, and legal rights.

    This approach has been applied and implemented empirically to produce a Multidimensional Poverty Index (MPI), which includes a tool to identify who is poor, by considering the range of deprivations they suffer. It is used to report a headline figure of poverty (the MPI), which can be unpacked to provide a detailed information platform for policy design. 

     

  • Sabina Alkire

    Sabina Alkire directs the Oxford Poverty and Human Development Initiative (OPHI) at the University of Oxford. Previously, she worked at the George Washington University, Harvard University, the Human Security Commission, and the World Bank. Together with Professor James Foster, Sabina developed the Alkire-Foster (AF) method for measuring multidimensional poverty, a flexible technique that can incorporate different dimensions, or aspects of poverty, to create measures tailored to each context.

    Carolina S¨¢nchez-P¨¢ramo

    Currently the Global Director of the Poverty and Equity Global Practice (GP) at the World Bank, Carolina was the Poverty and Equity GP Practice Manager in the Europe and Central Asia region. She was part of the core team working on the WDR2012, ¡°Gender Equality and Development¡±. Her main areas of interest and expertise include labor economics, poverty and distributional analysis, gender equality and welfare impacts of public policy.

    Paolo Verme

    Paolo Verme is Manager of the?Research Program on Forced Displacement?and Head of Research and Impact Evaluations in the Fragility, Conflict and Violence group of the World Bank. He was visiting professor at Bocconi University and the University of Torino between 2003 and 2010.?He is the author of 5 books and over 50 articles covering labor markets, social protection, subsidies, poverty, among other topics. He is an accredited Full Professor of Public Economics and Economic Policy in Italy and a Fellow of the Global Labor Organization. For a period of two decades prior to joining the World Bank, he served as senior adviser and project manager for the European Union, United Nations, NGOs, private consulting groups and governments specializing in the design, implementation and evaluation of welfare and labor reforms.

  • The GDFD program has also published a policy brief that summarizes research findings and derives gender-sensitive policy recommendations for reducing the incidence of poverty among displaced and host communities. .
