Ensuring that all parts of society can access information and communication technology (ICT) underpins the . Goal 2 states that entry-level broadband services be made affordable in developing countries at less than 2 percent of monthly GNI per capita. Policy makers can monitor affordability through data on the price, expressed in PPP terms, of for countries and regions by the (map 9.2 and figure 9.4).
